Triage and reading plan
Phase 1, Triage and reading plan, VDR Collemurgia 14 MW Cluster
DD mode: offensive (buy-side). Solar cluster: 3 Solaria Sviluppo SPVs (Green ~5 MWp, Yellow ~5 MWp, Blue 5.92 MWp), declared total 14.33 MW, Collemurgia (BA). This phase uses ONLY metadata (filename, folder, p7m envelope extraction, page count). No content has been read or analysed. Output: 01-elenco-letture.csv.
1. Synthesis
Starting point: 666 files, 4.73 GB (Phase 0 census). After reclassifying the signed files and deduplicating the entire VDR, the effective files to consider drop to 449, of which 385 enter the read-list (P1 to read in full + P2 sampled); the rest are P3 discards (photos, CAD, binary geodata, zip archives, executables, receipts).
Three structural facts emerged from the metadata:
- The VIA Screening file is shared Green+Blue. The signed environmental documents exist
in identical copies in the Green and Blue folders, and across several integration rounds. They are to be read once only (marked SPV Green+Blue).
- Strong cross-folder redundancy. 161 non-p7m copies with identical name in different folders
(e.g. EG drawings present both in 10 DOC PROGETTO and in 08 CONNESSIONI/PTO, repeated layouts).
- Three confirmed gaps: D7 (no business plan), D9 (no dedicated counterparty document),
D10 (no dedicated market/regulatory document). Coverage strategies defined in sec. 5.
2. Reclassification of the signed .p7m files
89 .p7m files (CAdES envelopes, DER signature) were extracted with openssl cms -verify -noverify -in INPUT.p7m -inform DER -out OUTPUT.pdf. Dedup by internal document name, selecting the most recent revision by folder date (round istanza_08.05.24 < integraz_11.07.24 < integraz_04.10.24, and consolidated folder FV COLLEMURGIA VERDE-BLU_Integrazioni).
Result: 89 p7m -> 33 unique documents extracted, all OK (0 failures). Staging: archivio/_p7m_estratti/. They were classified P3 "other file" in the census: now 9 are P1 text reports from the VIA file (previously invisible to the DD).

Non-p7m canonicity criterion: where filenames are identical, the least nested copy is kept, outside the round Screening VIA subfolders (already covered by the p7m extracts); the others are marked "duplicate (do not read)". List of duplicate groups saved in the working files (archivio/duplicati.csv, 139 groups). Of the 449 effective files, 385 enter the read-list (P1+P2), 64 remain P3 (geodata, CAD, zip, executables, photos, receipts, renders).

5. Strategy for the gaps (D7, D9, D10)
- D7 Financial, GAP (no business plan). Strategy: declare the gap
and reconstruct only the available cost data: (a) connection cost from the 3 STMG (08 CONNESSIONI/STMG ...pdf, one per SPV) + quotes/validations; (b) decommissioning and restoration costs (12 TITOLO AUTORIZZATIVO/COSTI DISMISSIONE ..., 3 files, one per SPV); (c) expected yield from the PVSYST (11 PVSYST, P2) as a revenue base; (d) any parcel plan for land charges. No economic-plan xlsx present (the only .xlsx in the VDR is not a BP).
- D9 Counterparty/intelligence, GAP (no dedicated document). Strategy: company registry extracts
already in D8 (06 DATI SPV/VISURA CAMERALE.pdf + ATTI_SOLARIA) as a baseline registry; the rest is external OSINT on Solaria Sviluppo Srl, Meridian Capital, Demo director (shareholdings, litigation, track record). To be carried out in the offensive phase with A10.
- D10 Market/regulatory, GAP (no dedicated document). Strategy: the regulatory framework is
derived from ED_01_Relazione tecnico-descrittiva (PAS regime, FER, suitable areas) combined with domain knowledge (Legislative Decree 199/2021, suitable areas in Puglia, PUN/PPA prices). No dedicated reading.
6. Effort estimate and recommended order
Estimated P1 pages (actual count via pdfinfo on the PDFs and p7m envelope): ~3,193 pages across 140 P1 documents. The P2 (240 documents, largely drawings/site plans) are read by targeted sampling, not in full.
Heaviest blocks:
- D6 Environmental ~1,333 pp (the heaviest): driven by the large VIA extracts (INT_3 cumulative impacts
365 pp, INT_08 garden 203 pp, ED.01 SIA 174 pp, ED_10 agronomic). Read once for Green+Blue.
- D5 Land ~640 pp across 50 files: many files but short; the cost is in the number (50 parcel/signatory checks).
- D4 Technical ~431 pp + 102 P2 drawings sampled.
- D8 Corporate 281 pp concentrated in 4 files (substantial ATTI_SOLARIA).
Recommended execution order for the subsequent phases (first the blocks that most influence the verdict and trigger the vetoes):
- D3 Permitting (A1) - AdB/Region/Municipality opinions + PAS title: decides whether the project is authorisable. Potential vetoes.
- D5 Land (A3) - 50 contracts: decides site availability. Veto on title/expiries.
- D1 Site + D6 Environmental (A7+A12) - PPTR/PAI/protected-areas constraints + VIA screening: environmental/landscape vetoes.
- D2 Grid connection (A5) - STMG + quote acceptance: connection veto.
- D4 Technical (A6) - ED reports + sampled drawings.
- D8 Corporate (A2) - registry extracts + SPV deeds.
- D7 / D9 / D10 - gap coverage (available costs + OSINT + domain).
